9.2. Adjusting Heartbeat Settings

If you want the clusters to be more responsive, that is faster failover decision, you should reduce the heartbeat keep alive cycle and shorter timeout. But using a very small value of keep alive and short timeout may make the cluster to failover due to a busy network. Using a very small keel alive value will also causing the cluster to waste too much CPU time to do heartbeat.
